RMBC Moving Traffic Enforcement consultation

The Councils Transportation Team will be consulting with residents, businesses and the general public in respect of the above mentioned subject, and while the consultation will be open to public response the locations identified may sit within your Ward area.

Background

The Council intends applying to the Department for Transport for new civil powers to enforce moving traffic regulations under Part 6 of the Traffic Management Act 2004 (TMA). This means that the Council would be able to introduce measures to enforce certain types of moving traffic restrictions, such as banned turns and pedestrianised area incursions in the interest of public safety.

The aims of undertaking enforcement would be to: improve highway safety, for example by preventing collisions; reduce traffic congestion; improve air quality; improve journey time reliability; and safeguard pedestrians.

Civil enforcement of moving traffic restrictions would be undertaken by using established Automatic Number Plate Recognition (ANPR) camera technology to issue penalties sent by post for road users who continue to ignore the restrictions.

In applying for these powers, there is a requirement to undertake a number of statutory duties, including assessment of potential sites and consultation.

In addressing the consultation process, arrangements are being put in place for letters to be distributed to residents and businesses at 5 sites, as listed below, together with advertisement in the local press and various newsletters from this week. Consequently, I am writing to inform you of this and to give you the opportunity to complete the attached consultation form should you wish.

Upon completion of the consultation period, which will run until the 23rd December 2022, all feedback will be reviewed and form part of our submission to the Department for Transport.

In determining current contravention levels, camera’s will be installed for a period of week at each site and a review of the footage will take place shortly afterwards.

Sites to be submitted to the Department for Transport are:

  • Bridgegate in the Town Centre, Pedestrian Zone,
  • High Street in the Town Centre, Pedestrian Zone,
  • Clifton Lane, Clifton, Turning Restrictions,
  • Sheffield Lane, Catcliffe, No Entry, and
  • Wood Lane, Brinsworth, Bus Gate
